What is meant when the recessional velocity of a galaxy is quoted with respect to CMB?

I understand how the velocity of a galaxy can be measured relative to another object or point in space but not aginst a constant like hubble flow. CMB itself is presumably moving at the speed of light like all radiation. In such cases is the velocity of a galaxy being measured against the Surface of Last tering as it recedes away from us?
